Strategi Komunikasi Kebijakan Diskominfosantik Kabupaten Bekasi dalam Sosialisasi Undang-Undang Pelindungan Data Pribadi

Abstract

This descriptive qualitative research analyzes the policy communication strategy of the Bekasi Regency Communication and Informatics Department in socializing Law Number 27 of 2022 concerning Personal Data Protection (PDP Law) in order to mitigate the rampant cases of scams, online gambling, and illegal online loans. Data was obtained through In-Depth Interviews, document analysis, and field observations. Through Harold Lasswell 's communication model approach, the results of the study show that Diskominfosantik (WHO) builds institutional credibility through the Diskom Fest program, packages messages (Say what) using the local cultural approach of Betawi, Sundanese, and Banten to reduce the rigidity of legal language, and manages the media mix (In which channel) in an integrated manner by utilizing the website as a single source of truth, social media as an interactive channel, and videotron as a reminder to the public. This strategy has succeeded in increasing the understanding of urban communities (To whom & With what effect), although the penetration has not been evenly distributed. The research identified four main obstacles: limited personnel, rigid juridical diction of the PDP Law, termination of Radio Wibawa Mukti broadcasts due to frequency disputes, and low cyber concern of marginalized communities. To overcome this, Diskominfosantik is advised to develop creative educational content, implement a content calendar, increase responsiveness of social media interactions, form village Digital Literacy Volunteers, and convert broadcasts to digital terrestrial TV.
